Beerita.id – Kalangan pengusaha rokok dan industri hasil tembakau (IHT) yang tergabung dalam Gabungan Perserikatan Pabrik Rokok Indonesia (Gappri) dan Gabungan Perusahaan Rokok (Gapero) Surabaya memperkirakan produksi rokok bisa anjlok sampai 15% akibat diberlakukannya penaikan cukai sampai 23% pada 2020.
Ketua Gapero Surabaya, Sulami Bahar mengatakan saat ini kondisi usaha IHT sudah cukup tertekan dan mengalami tren penurunan kinerja 1% – 3% dalam 3 tahun terakhir. Bahkan pada semester I/2019, industri ini sudah turun 8,6%.
“Selama ini pemerintah sudah menaikkan cukai rata-rata 10%, tapi dengan adanya keputusan pemerintah yang menaikkan cukai 23% dan harga jual eceran (HJE) 35%, tentu ini akan berdampak negatif bagi industri,” katanya saat memberikan tanggapan atas kebijakan cukai, Kamis (19/9/2019).
Dia mengatakan dengan potensi penurunan produksi sampai 15% akibat kenaikan cukai yang tinggi itu, maka diyakini dampak lain bisa terjadi yakni terganggunya ekosistem pasar rokok, penyerapan tembakau dan cengkeh akan menurun 30%, rasionalisasi karyawan pabrik, serta bakal maraknya peredaran rokok ilegal yang harganya lebih murah.
“Industri kecewa karena kenaikan besaran cukai dan HJE ini tinggi sekali dan tidak pernah dikomunikasikan dengan pabrikan. Sedangkan amanat UU No.39 Tahun 2007 tentang cukai dikatakan upaya mengoptimalkan penerimaan cukai dengan mempertimbangkan kondisi industri dan aspirasi pelaku usaha,” jelasnya.
Dia mengatakan pengusaha sendiri pernah mengusulkan agar besaran kenaikan cukai adalah maksimal di angka inflasi dan pertumbuhan ekonomi. Sementara target penerimaan cukai dalam RAPBN 2020 naik 9,5%.
“IHT selama ini sudah memberikan kontribusi terbesar 10% bagi pendapatan negara atau sekitar Rp 200 triliun, baik itu dari cukai, pajak rokok daerah maupun PPN. Bahkan telah menyerap 7,1 juta orang yang bekerja sebagai petani, buruh, pedaang eceran dan industri terkait,” ujarnya.
Berdasarkan data Dinas Perdagangan Jatim, jumlah pabrik rokok di Jatim pada 2017 mencapai 330 unit dengan produksi 204 miliar batang dan telah merealisasikan cukai Rp83,06 triliun.
Pada 2018, jumlah pabrik pun menurun menjadi 254 unit, dengan total produksi 199,42 miliar batang dan menyumbang cukai Rp90,74 triliun. Jika dibandingkan 2012, jumlah industri ini mencapai 873 unit, dan dari tahun ke tahun terus menurun.
Sulami menambahkan, IHT di Jatim pun berharap agar pemerintah melindungi sigaret kretek tangan (SKT) yang telah menyerap tenaga kerja terbanyak. Selain itu meminta agar ada kepastian iklim usaha, dan sebaiknya lebih fokus pada pemberantasan rokok illegal. (Bee 6)
